Responding to the challenge of population growth requires the introduction of planning policies to ensure efficient and sustainable use of available urban land.  These will achieve a better balance between the development of established urban areas (infill) and previously undeveloped areas (greenfield).

A more diverse range of housing styles as part of transit orientated development and the regeneration of areas experiencing population decline will be a feature.  Medium density residential development will occur in areas that have good access to services, public open space and public transport.  Welcoming, safe and pedestrian friendly streets is a key feature that supports social interaction and community participation.

Number of infill lots

Infill development can be defined as new construction that fills in empty or under-utilised lots in areas that are already established. It usually comprises of small parcels of land for minor subdivisions and includes varying residential densities and dwelling types.

The number of new infill residential lots that has been developed in the city has fluctuated over the years.[1] This is largely due to factors such as the timing of large-scale residential developments and the general economic and market conditions at the time.

In 2005-06, there were 259 residential lots developed in infill areas, which accounted for 32.5 per cent of all lots developed during the year. Since that time, the number of infill residential lots has increased, reaching a peak of 475 lots in 2010-11 but falling to 188 new infill lots by 2012-13. Between 2005-06 and 2012-13, the number of infill residential lots within the city has fallen by 27.4 per cent.

The term ‘greenfield’ is used to describe undeveloped land for urban purposes outside the current edge of development.  These areas are usually large tracts of land, vacant or used for agricultural or amenity properties being considered for urban development due to their proximity to existing services and facilities. Examples of greenfield sites are seen in Seaford Heights, Seaford Meadows, Moana Heights and Hackham South-East.

The ratio of infill to greenfield lots has varied between 2005-06 and 2012-13. Infill lots accounted for only 32.5 per cent of the total residential lots developed in 2005-06 but this had increased to 80.2 per cent of the total developments by 2011-12. On average, the ratio of infill lots to total lots has been around 45 per cent between 2005-06 and 2012-13. According to the 30 Year Plan for Greater Adelaide, the state government is looking to achieve an infill to greenfield ratio of 70/30.

The proportion of greenfield residential allotments were the highest during 2005-06 and 2007-08, accounting for over two-thirds of total residential developments during the year. The proportion of greenfield lots fell in 2011-12, accounting for just under one-fifth of total residential lots before picking up again in the last financial year to account for 56.3 per cent of total developments. Between 2005-06 and 2012-13, the number of greenfield residential lots within the city fell by 54.9 per cent.
